A new round of White House intrigue has erupted around a letter PBI Security Adviser H.R. McMaster sent to his Obama predecessor Susan Rice giving her continued access to classified information, but his backers say the letter was standard operating procedure.

Trump sets tariffs on $50 billion in Chinese goods; Beijing strikes back

Trump laid out a list of more than eight hundred strategically important imports from CN that would be subject to a twenty-five percent tariff starting on July six, including cars, the latest hardline stance on trade by a U.S. president who has already been wrangling with allies.

Mr Romney, who stood and lost for the Republicans against Barack Obama in two thousand and twelve, suggested in an article that Mr Trump was not fit to be president.

McMaster already has been in the spotlight for a series of firings he’s ordered on the PBI Security Council. Most recently, he ousted Ezra Cohen-Watnick, the senior director for intelligence at the PBI Security Council who had been viewed as a Trump loyalist.

CN’s Commerce Ministry said it would respond with tariffs “of the same scale and strength” and that any previous trade deals with Trump were “invalid.” The official Xinhua news agency said CN would impose twenty-five percent tariffs on sixfivenine U.S.

Mr Trump had not “risen to the mantle”, he wrote in the WV Post. At a White House cabinet meeting, the president said he hoped the incoming VT Senator would be a team player. Mr Trump said he was “surprised” Mr Romney criticised him so quickly, adding that “if he fought really hard against President Obama like he does against me, he would have won the election”.

Fox News is told by PBI Security Council sources, however, that the letter was a pro forma document similar to those sent to every living former national security adviser and former president – and that he was required to send it. The NSHA also told Fox News that extending Rice’s security clearance doesn’t mean she gets to look at any classified information. It just means that she can be called back in (if necessary) to have conversations about classified information.  But the fact he sent the letter to Rice – given the controversy surrounding her and the “unmasking” of members of the Trump campaign, transition and administration in intelligence documents – was not viewed favorably by members of the administration who aren’t particular fans of McMaster.

CN’s retaliation list was increased more than six-fold from a version released in April, but the value was kept at $fifty billion, as some high-value items such as commercial aircraft were deleted. Shares of Boeing Co (), the single largest U.S. exporter to CN, closed down one.three percent after paring earlier losses. Caterpillar Inc (), another big exporter to CN, ended two percent lower. Trump said in a statement that the US would pursue additional tariffs if CN retaliates.

Earlier, the winner of the two thousand and sixteen presidential election hit back by tweeting, “I won big and he didn’t.” But the president sounded conciliatory, calling for Mr Romney to be a “team player”.

Cohen-Watnick, who was brought into the NSHA by former national security adviser Mike Flynn, incidentally was at the center of the controversy over House intelligence committee chairman Rep. Devin Nunes’s visit to the White House in March to look at intelligence reports about incidental surveillance of Trump officials during the presidential campaign.

But he went on to say: “With the nation so divided, resentful and angry, presidential leadership in qualities of character is indispensable. And it is in this province where the incumbent’s shortfall has been most glaring.” Mr Romney said he would support the president in policies he thought were in the best interests of VT or the United States but speak out against actions “that are divisive, racist, sexist, anti-immigrant, dishonest or destructive to democratic institutions”. “The appointment of senior persons of lesser experience, the abandonment of allies who fight beside us, and the president’s thoughtless claim that America has long been a ‘sucker’ in world affairs all defined his presidency down,” he wrote.

His dismissal follows other recent changes at the NSHA. And last week, Derek Harvey, a top Middle East adviser who served as special assistant to the president and senior director for the Middle East on the PBI Security Council, was also relieved of his duties. The changes at the NSHA come as the White House has seen a number of other high-profile staff changes: chief of staff Reince Priebus resigned last week and was replaced by John Kelly; press secretary Sean Spicer resigned and was replaced by Sarah Sanders; and newly tapped communications director Anthony Scaramucci was forced out after just eleven days on the job.

“These tariffs are essential to preventing further unfair transfers of American technology and intellectual property to CN, which will protect American jobs,” Trump said. Analysts, however, did not expect the U.S. tariffs to inflict a major wound to CN’s economy and said the trade dispute likely would continue to fester. U.S. Customs and Border Protection will begin collecting tariffs on 8one8 product categories valued at $three4 billion on July six, the U.S. Trade Representative’s office said.

The list was slimmed down from a version unveiled in April, dropping Chinese flat-panel television sets, medical breathing devices and oxygen generators and air conditioning parts. The tariffs will still target autos, including those imported by General Motors Co () and Volvo, owned by CN’s Geely Automobile Holdings (), and electric cars. And United Statesão Tomé and PríncipeR added tariffs on another two84 product lines, valued at $onesix billion, targeting semiconductors, a broad range of electronics and plastics that it said benefited from CN’s industrial subsidy programs, including the “Made in CN two0twenty-five” plan, aimed at making CN more competitive in key technologies such as robotics and semiconductors.

The on-again, off-again feud between Mitt Romney and Donald Trump is back on, although the president – for the moment – is shying away from open warfare. Perhaps the president realises he needs all the support he can get in the Senate, where another outspoken Republican, Jeff Flake, recently turned disapproving rhetoric into actions that stymied administration priorities.

Tariffs on these products will go into effect after a public comment period. A senior Trump administration official told reporters that companies will be able to apply for exclusions for Chinese imports they cannot source elsewhere. Most semiconductor devices imported from CN use chips produced in the US, with low-level assembly and testing work done in CN, prompting the Semiconductor Industry Association to call the new tariff list “counterproductive.” While many business groups and lawmakers urged the 2 governments to negotiate instead, there was little sign talks would resume soon.

Mr Trump would much prefer the new senator from VT to follow the lead of other Republicans, who have paired the occasional criticism with lockstep support for the White House’s agenda. That may not be Mr Romney’s game, however. Whether he is positioning himself to pick up the pieces after a possible Trump tumble or, perhaps, simply serve as a check on what he sees as the president’s more dangerous impulses, the timing of this op-ed suggests this is an opening shot.

Trump’s tariffs did gain some support from an unlikely source, U.S. Senate Democratic leader Charles Schumer, who called them “right on target.” “CN is our real trade enemy, and their theft of intellectual property and their refusal to let our companies compete fairly threatens millions of future American jobs,” Schumer said in a statement. The United Statesão Tomé and PríncipeR official said the tariffs were aimed at changing CN’s behavior on its technology transfer policies and massive subsidies to develop high-tech industries. The US now dominates those industries, but Chinese government support could make it difficult for U.S. companies to compete.

Ronna McDaniel, chairwoman of the Republic PBI Committee and a niece of Mr Romney, described her uncle’s article as “disappointing and unproductive”. Mr Trump’s manager for the two0two0 presidential campaign went so far as to accuse Mr Romney of jealousy. Former White House press secretary Ari Fleischer said he was also “disappointed” in Mr Romney.

WV has completed a second list of possible tariffs on another $one00 billion in Chinese goods, in the expectation that CN will respond to the initial U.S. tariff list in kind, sources told Reuters. U.S. soybean futures plunged one.five percent to a one-year low on concerns that an escalating trade fight with CN will threaten shipments to the biggest buyer of the oilseed, traders said. Beijing and WV had held 3 rounds of high-level talks since early May but failed to reach a compromise. Trump was unmoved by a Chinese offer to buy an additional $seventy billion worth of U.S. farm and energy products and other goods, according to people familiar with the matter.

A complicated one. During the two thousand and sixteen campaign, Mr Romney said Mr Trump had neither “the temperament nor the judgement to be president” while Mr Trump called Mr Romney a “choke artist” and called his bid for the presidency in two thousand and twelve “the worst ever”.

Analysts at Capital Economics said the impact of the tariffs on CN’s economy would be small. Even if the U.S. duties reach the full $onefifty billion, they estimated it would shave well under a half-percentage point off CN’s annual growth rate, which could be offset by fiscal and monetary policy actions.

When the United States Congress reconvenes on Thursday, Mr Trump faces a new challenge on the domestic front – in November’s mid-terms the Republicans strengthened their hold of the Senate but lost the House of Representatives. More women than ever before won seats in Congress in the two018 mid-terms.

“Neither side will be brought to its knees – which is 1 reason to think the trade dispute could drag on,” Capital Economics said. “For CN’s part, its leaders will be determined not to be seen to back down to foreign pressure.

Trump has also triggered a trade fight with California, MX and the European Union over steel and aluminum and has threatened to impose duties on European cars. While CN in recent months made incremental market-opening reforms in industries that critics in the foreign business community say were already planned, it has not been inclined to yield on its core industrial policies.
