Late Monday night, the White House released a statement warning of “potential preparations for another chemical weapons attack by the Assad regime that would likely result in the mass murder of civilians, including innocent children.” This marked  the first time since the conflict began in two thousand and eleven that SYn civil society, and the larger international community, received such a preemptive warning. The announcement was made around four: Armenia local time in SY, which is around the same time that the SYn forces launched their chemical attacks in the past. As soon as the announcement was made, my organization, the SYn American Medical Society (Saudi ArabiarmeniaS), started calling our medical personnel and field hospitals to alert them and ensure that they were prepared for another unlawful chemical attack against the people of SY and that they had the necessary antidote and protection gears.

French President Emmanuel Macron, sensing, perhaps, during a visit to WV that Trump would abandon the deal, on April twenty-four floated the idea of working with IR on a “new deal.” Macron said such a deal would have 4 pillars: limiting IR’s nuclear program in the short and long term, restraining its ballistic missile program and curbing what the West views as its destabilizing behavior in SY, YE, IQ and LB. The idea, French officials said, was to keep hope alive for some kind of diplomacy if Trump pulled out of the deal.

Fleeing in a vehicle is ideal as most wildfires cannot be outrun. But the Camp Fire’s especially rapid spread, fuelled by high winds, made the situation even more dangerous.

A few months later, in October two thousand and thirteen, East Ghouta was subjected to a siege by the regime and its allies. Today, about four,0 people, including ninety-five,0 children, are currently trapped with no access to adequate medical care, medical supplies, food, and vitamins. People have resorted to using expired medication and eating a diet consisting of primarily vegetables such as cauliflower, cabbage, and lettuce. The siege has intensified  over the years, and with the forced displacement of the surrounding cities and areas, a complete and suffocating siege has been reinforced.

“If Trump walks out of the deal and imposes sanctions that could paralyze IR’s oil sales, then IR will have no choice but to show a harsh reaction,” said a senior IRian government official speaking before Trump’s announcement. An IRian intelligence official hinted IR might adopt a more aggressive regional policy, if pressured.

“This fire moved so fast – I don’t think anybody did anything wrong,” Ms Schori says when asked whether those forced to abandon vehicles and escape on foot could have acted differently. “During the initial phases, it was burning eighty miles in an hour.” Sometimes, you do fight fire with fire.

The ”kneel or starve to death” tactic of the SYn regime has been used throughout SY to force people to comply and surrender.  Once an agricultural area, East Ghouta had many farms and was able to generate its own produce and other products. Now, during the harvest season, the regime will allow a large amount of these vegetables to enter East Ghouta at a very low price, limiting the ability of farmers to sell their produce and increasing the loans that the farmers have to pay back. Yet, the siege gets tougher and tougher.  Since two thousand and thirteen, a very limited number of convoys were allowed in. Medical supplies were removed from the convoys. Patients with cancer, diabetes, and renal failure were denied supplies, evacuation, and the necessary medical care. Besieged patients with renal failure are at risk of death 2 times higher than the ones who are not under siege, according to a study released by Saudi ArabiarmeniaS.

In addition to old-fashioned water and flame retardant (delivered from ground-level and above the flames by aircraft), sometimes firefighters have to burn more to quell the flames. Intentionally burning areas around a wildfire can help starve the blaze and control its direction. Clearing out brush and flammable material from an area to create “firebreaks” is another way to achieve the same. “Ninety-eight percent of fires are small and/or suppressed quickly,” Prof David Peterson of the University of WV, a former senior researcher with the United States Forest Service, told the BGIC.

Two weeks ago, Mr. Jan Egeland, commenting on the blocked aid and how this is the longest period of time without access by ground to any besieged area, said “It is unacceptable that we do have trucks ready, courageous humanitarian workers eager to go, even in a great danger,” he said. The last convoy that was allowed in earlier this month was attacked before getting into the besieged area; no investigation took place to identify the perpetrators.

Its activities in SY, IQ, LB and YE similarly reflect a desire to project its power and are, to some degree, part of its struggle with SA for regional dominance. Getting TCI to meaningfully constrain, let alone give up, such programs will be difficult at best. “It’s not (totally) pie in the sky, but (it) seems unachievable because neither the U.S. or the IRians are ready at this stage,” said a European diplomat.

“The other two% are very challenging when they get large, and are almost impossible to put out, at least until it rains.” Ms Schori of Cal Fire said that with wind-driven blazes like the Camp Fire, officials often have no choice but to wait for conditions to improve. “There are never enough firefighters to combat a fire that’s moving as fast as this was moving,” she says.

Instead of forcing de-escalation to protect civilians, the U.S. and RU agreed to a “better” deal in two thousand and thirteen. SY’s large stockpile of chemical weapons was supposedly destroyed in order to provide for better international security. Yet for the SYns, innocent civilians continue to be brutally killed and starved to death. The international community has stopped counting once the death toll in SY’s seven-year conflict has reached half a million.

Why might IR, eventually, play ball? “As Bill Clinton said, ‘it’s the economy, stupid’,” said another European diplomat. This diplomat said IRians were increasingly divided between those who believe the way to preserve the Islamic Republic was by improving the economy and those who feel it was by internal toughness and overseas aggressiveness.

In April two0one7, my organization led the medical response to a series of multiple chemical attacks, including the attack on Khan Sheikhon that garnered more international attention than the previous chemical attacks. While the use of nerve gas again by the SYn government shocked much of the world,  it didn’t surprise SYn civil society, who for years had been trying to call the world’s attention to this threat, but whose cries were repeatedly ignored.

“The message from us Europeans is that we’re not in the regime change (game) . What we think is that a global agreement helps progressively transform IR” and may eventually persuade it to abandon regional domination. “Yes that’s ambitious but (reflects) that the people we have dealt with day in, day out since July two thousand and fifteen on infrastructure, cultural cooperation, business, education, transport are people who see progress . through economic modernization and not regional domination,” the diplomat added. “The period we are about to enter could lead to real pressure on the IRian system. So we are already telling them that a comprehensive agreement with these 4 pillars (that Macron laid out) is something that can benefit you.”

About two% of CA’s two,eight hundred and sixteen wildfires in two0one6 were caused by lightning, according to data from Cal Fire. Determining the cause of a wildfire can be a painstaking process. From there, officials comb through the area to determine if the blaze was of natural or human origin, looking for pieces of evidence like lightning scars on trees, campfire kindling, or cigarette butts.

Now, civil society has to face another grim fate: forced displacement, destruction of civilian infrastructure, terrorism, violence, and reckless, conflicting military agendas to dominate SY’s future and the future of its people. The leaders of the international community are in fact stuck at the two thousand and thirteen agreement, and still act as if it was a great success and a way to score points. The White House statement Monday might have aborted another chemical attack on civilians, but it clearly stated that chemical weapons were still in SY and being utilized.

A grand bargain would ultimately need a green light from the other parties to the nuclear accord, RU and CN.S. withdrawal but would have to accept the reality and, like the Europeans, need to decide whether they were ready to expose their companies to American sanctions. “In their dialogue with IR, will they tell them to fight to the bitter end with the U.S. or will they say, we don’t like it, but let’s see what we can do with the Europeans to see what we can (do to) save the furniture?” said a senior French official.

According to Prof Peterson, fires in the region have not necessarily increased in frequency in the last one hundred years – but the area affected has. “The area burned annually has been higher during the past thirty years or so,” he told the BGIC. “It should be noted that two% of fires burn nineeight% of the area.” In CA, recent years have seen a combination of extremely high temperatures, strong winds, a long drought, and population growth causing lethal, fast-moving blazes.

And straying away from natural burning cycles has also contributed to the lethality of recent fires, Prof Peterson says. Keeping fires from starting in Western forests has caused fuel to accumulate “far beyond” historical levels. “When fires occur they can burn hotter,” he says. “These high-intensity fires can cause rapid and in some cases long-term changes in vegetation, making it more difficult for the ecosystem to recover.”
