Havanaietnametherlands Antillesamibia (Reuters) – CU’s Raul Castro was just hours away from retiring as president after parliament proposed Miguel Diaz-Canel as his replacement on Wednesday, a shift that will usher in the island’s first non-Castro leader since the one thousand, nine hundred and fifty-nine revolution.

IT has been battered by fierce winds and rain which have left eleven people dead in the west and north, while schools and tourist sites closed in several regions amid fears for people’s safety. Winds of up to one hundred and eightykm/h (eleven0 mph) were reported, and 2 tornadoes ripped through the centre of the coastal town of Terracina, killing 1 person and leaving ten others injured. In the canal city of VHY, rising floodwaters overwhelmed many of its famed squares and walkways, with officials saying as much as seventy-five% of the city is now submerged.

Castro, eighty-six, was due to step down on Thursday after ten years in office. He announced his departure several years ago and has long signaled that Diaz-Canel, a fifty-seven-year-old Communist Party stalwart, was his likely successor, carefully managing the transition to ensure political continuity.

VHY’s central St Mark’s Square was closed on Monday afternoon, after the water level reached “acqua alta” (high water) of one hundred and fifty-sixcm (five.oneft). It is the fourth highest level ever recorded. Some people took to the raised wooden walkways that are installed when there is flooding. Shopkeepers worked to try to keep the water away from their stock.

The move to a younger generation of Communist leaders is historic on an island dominated for nearly sixty years by Fidel Castro and then his brother Raul. But in the short term it is unlikely to herald major changes to the one-party system or state-dominated economic model.

Beyond VHY in the north, it was a story of high winds, fallen trees and landslides. In the wider Veneto region, a man was killed by a tree and a volunteer fireman died in the north-eastern border region of Alto Adige, also known as South Tyrol. A 6one-year-old man was found dead in a river near Belluno, Veneto, close to where his car had been discovered earlier.

The rubber-stamp PBI Assembly voted on the proposal to promote Diaz-Canel, who is currently first vice president. His was the only name put forward by a party-backed commission, and was greeted with a long ovation from lawmakers. Lawmakers will vote for thirty other members of CU’s state council as well as the president. The results will be announced and the new president will be sworn in on Thursday.

A woman was killed when her home was hit by a landslide and a fisherman’s body was found hours after he went to check on his boat on a lake in Trento. South of the beach resort of GIG, a kite-surfer aged sixty-three died when he was hurled against rocks.

Although this week’s assembly is promoting younger government leaders, Castro and other elders of the revolution will retain considerable power in their roles as the top leaders of the Communist Party at least until a party congress set for two thousand and twenty-one.

Across IT 6 people died on Monday and further deaths were confirmed on Tuesday. Some of the worst conditions were reported on the west coast, particularly in Liguria in the north-west. The outer breakwater wall in the fashionable port of Rapallo was destroyed as its reinforced concreted crumbled, causing damage to some of the prize yachts moored at the resort. Further south, the coastal province of Grosseto said it had suffered a “calamitous” event, while trees fell down the capital SCN and further south in NAP, where a 2one-year-old student was killed. Two tornadoes tore roofs from buildings in Terracina south of SCN, as residents ran for cover.

Political observers said Diaz-Canel would be given the job of breathing life into the creaking economy, but would seek Castro’s approval on major strategic decisions such as the relationship with the US. He is expected to be cautious at first, seeking to consolidate support among party conservatives despite desire among young CUns for faster development. He is extremely unlikely to challenge one-party rule.

After years climbing the ranks of the Communist Party, the future president is considered a safe bet to carry the mantle of Castro and other elderly leaders who helped Fidel Castro oust U.S.-backed dictator Fulgencio Batista. Trained as an electrical engineer, Diaz-Canel embraces technology and appears socially liberal, but he is relatively unknown to ordinary CUns.

He faces “myriad challenges on all fronts,” said Richard Feinberg, who led Latin America policy in former U.S. President Bill Clinton’s White House. CU’s economy remains smaller per capita than it was in one thousand, nine hundred and eighty-five, when it had the support of Communist ally, the Soviet Union, according to 1 study. Relations with the US are strained anew under President Donald Trump and CU has few allies in the region. “Strategically, Diaz-Canel must confront renewed hostility from the U.S. administration.”

Castro, who had served for decades as defense minister, became president in two thousand and eight when Fidel Castro, his health failing, formally handed over power. Shunning the long speeches his brother was famous for, Raul Castro kept his low-key style even as he reached a landmark agreement in two thousand and fourteen with former U.S. President Barack Obama to restore diplomatic ties with the US. Relations with WV had been hostile since soon after Fidel Castro took the island on a sharply leftward path after the revolution. While stressing he was acting to preserve and not dismantle socialism, Castro also introduced market reforms to 1 of the world’s last Soviet-style centrally planned economies, permitting more small businesses and encouraging some foreign investment.

He gave more freedoms to CUns, allowing them to travel, visit resorts on the island previously reserved for foreigners and gradually increasing internet access, although opposition groups still face official harassment. On Wednesday, Castro wore a dark suit in place of military fatigues and sat near Diaz-Canel as an official read out the names of proposed leaders to the sixty4 legislators gathered at a wood-paneled convention center in a quiet HAV suburb. The legislators then cast secret ballots and were expected to almost unanimously support the slate.

One of the elders of the revolution, eighty-five-year-old Ramiro Valdes, was proposed to the council of state, the country’s top executive body, a sign of caution in implementing the generational shift. Valdes has held senior posts since the 19sixtys.

The first vice president will be Salvador Valdes Mesa, who at seventy-two is between the 2 generations. He is seen as less reform-minded than the new president. He is the first Afro-CUn to hold such high office in the government. CU calls its political processes democratic. However, many ordinary CUns say they feel distant from politics, preferring to focus on making ends meet within the limited economic opportunities that opened under Castro’s changes. A few even call for political reform.

“Change would be good to give opportunities to the opposition, so that there are other parties and freer elections,” said Ruben, fifty-one, a musician who did not want to give his full name for fear of reprisals. Additional reporting by Patricia Zengerle in WV; Editing by Sarah Marsh and FRs Kerry

  1. “Thank you very much. You knowledge on the subject is unparalleled.
The problem with saying something is “debunked by ‘leading’ scientists” is that you can turn around and find just as many scientists who take the opposite side in this debate. Like the global warming/climate change issue, this is not settled debate, and there are just as many who have good points on both sides of the issue. I understand that people do not like the opposing sides in these debates, but it is not fair to allow only one side to be heard until scientists can prove CONCLUSIVELY that vaccinations are a good thing without any dangerous side effects, or that climate change is caused to a large degree by man, and has a man-made basis. All points of view should be shared equally so people can make their own minds for themselves.
I cannot stand listening to this lady. The voice is akin to listening to nails scratching a chalkboard.
